The phone calls intercepted by the Indian intelligence wing revealed three commanders guided the ten assault members in the deadly 26/11 Mumbai talks but it was cleared that David Headley, the accused Pak-American was not part of the deal.
He was their reconnaissance element who surveyed the plans and building structure of the famous Taj hotel. But, as suspected he was not present when the terrorist team landed in Mumbai shores and proceeded to kill hundreds of people in the next few hours.
The only surviving Jihadist Ajmal alias Kasab had crucial clues that served to clear the fog surrounding the attacks. As soon as the ten activists landed in the Indian soil, their three commanders started contacting them for further instructions via voice over internet that kept them up to date.

Yet, it was evident that the commanders were well versed with the layout of the buildings and also used live relays to find when the NSG landed in the entrance. Somehow, Headley's voice or any notification to the accused was not a part of the tapes recovered.
Hostages were to die irrespective of the government's response and the commanders even ordered them on how to execute those held. With this final conclusion on Headley case, it is awaited to know India's take on his extradition.
